Actually, Howie responded directly to _your_ question
about it on the 23rd. As he has said a couple times
since, he said then that "the cfx_odsmime tag will be
updated to decode subject fields." With all due
respect, you might want to read your own mail more
carefully before repeatedly (and publicly) insisting
that he has not addressed an issue:

The new cfx_imsmail tag adds a feature to encode non-standard ascii
characters in the subject field. The cfx_odsmime tag will be
updated to decode subject fields. The mime tag is not yet ready.
