Actually, the POST Server queues are a bit
better than what you describe. Each queue contains 0 or more waiting mails
in order of the next delivery time. Each idle POST queue looks for mail
awaiting delivery in order of queue precedence. So, if you have 255 idle
POST threads and then have mail waiting in each queue then the threads will pick
up mail for delivery until they are all busy. When a thread becomes idle
it looks for another mail to deliver.
