The MAXRECIPIENTS param refers to how many recipients in one control file,
ie going to one domain name. It sets how many in an individual batch. iMS
itself, in the default FusionMail code, has a limit of 100 recipients in
one go and most mail servers are the same, they have a limit set on how
many mails they will accept from a SMTP server in one connection.

Neither, it is the way the system works :-) If AOL set a low limit then
you allow for that and send in relevant sized batches. If the other end is
working to the rules and you send too many then the server should send back
a "Too many recipients" message. AOL and Yahoo don't do that so you don't
know that you are sending too many. We worked out it was 10 by trial and error.
