Well, it's not necessary but if you have too many recipients in one control file then
it takes longer to deliver. There would be a
single connection to the remote mail server for one control file and the mail sequence
would be:
rcpt to recipient 1
send mail
reset
rcpt to recipient 2
send mail
reset
rcpt to recipient 3
send mail
reset
etc...
So, you may want to limit the number of recipients in the case of customized/tokenized
mail as well.
