Mail files are created when the email is received.  Once the email is received the 
DATA template is called.  The DATA template
controls what happens to the mail file.  If you store it for a POP user then all you 
do is insert a record into a table and you're
done.  If you are processing something dynamically (like bounces) then you do the 
processing and delete the mail file when you are
done.
