No, they are tried in sequence.

It depends on what the problem is.  Some smtp servers will accept the connection and 
then not respond further.  In that case you
would see a slowdown.  However, the Outgoing Servers setting is usually only used when 
the server is a slave (backup) to another.

No, the server does an MX lookup regardless (that's how it knows where to deliver the 
mail in the first place.  Using MX caching
will boost performance.
