Smart delivery has nothing to do with failure messages (although failure messages are
sent via the POST Server queue). If smart
delivery is on and the POST Server is attempting to connect to a local IP then the
server uses the designated smart delivery
template for mail delivery. If smart delivery is on then all mails are delivered via
smtp, whether they are local or not.
