Right.  A have added a new table "MailAccess" that both allows addresses 
and bans addresses and domains. This table is queried in RCPT to determine 
actions.

I guess this might be enough of an action to require of the sender.

Which database?  The new table you mentioned above?  Would this approve the 
recipient if the message simply bounced?
