I thought so, too. We are not looping, but using the query bit. Here it is,
sans query:

<cfx_iMSmail
                body="#Job_Info.TXT_Source#"
                header_subject="#Job_Info.Subject#"
                header_from="#Job_Info.From#"
                header_to="<:smtpto:>"
                failto="null"
                warnto="null"
                html="#Job_Info.HTML_Source#"
                maxrecipients="25"
                parsetokens="NO"
                query="Recipient_Info"
                queryfield="Email_Addr"
                SMTPFrom="#Job_Info.Bounce_Address#">

The only item that might concern me is the maxrecipients attribute. We
reduced this from the 100 default out of concerns that sending more than 25
addresses in a mailing (for example, 25 addresses to AOL in one go) would
increase our chances of being black listed. Is this mis guided?

You should load 2.4.3 as that is the only 2.4 version that we are
supporting.

No, errors in that template will not affect the server whatsoever.

That sounds like far too much time. You should be able to add 1000 emails
in way less time than that. Are you looping
over the CFX tag? If so, you should consider using the QUERY and QUERYFIELD
parameters to increase processing speed.
