I just shut down my iMail server for a couple of hours.
 
Some how ( I think it was after reboot on my server ) the iMS SMTP service got started.  It and iMail are both on port 25 !! SMTP stopped working ....
 
The effect was SMTP could not be contacted on my server.
 
1.  I finally figured this out.  and Stopped the SMTP service on IMS.  Since I only want to use iMS SE for sending messages is the ANY reason that iMS SMTP should ever be started?
 
In iMS-SE the SMTP Server is for processing bounces.  In the full iMS product, it's used for processing incoming mail.
 
2.  Also what is a safe port number I could change the iMS SMTP just in case it got started?
 
You'd be safe with 26.
 
3.  Is there a reason the iMS SMTP service would start by itself ( automatically) after a boot?
 
If you checked off the SMTP service when you installed iMS then it will start at reboot.
