Yes, those are special characters in Windows Outlook. The � is an apostrophe which Outlook/Word changes into a 'smart apostrophe' so that it curves in the right direction.. the � is a double dash (--) that it converts to one character that is a long dash. This is a font issue, not an encoding issue.
