We tested the tag with Outlook, Outlook Express, Pegasus and Eudora.  Each of these email clients worked 100%.  If I'm not mistaken, the only issue that you are seeing is when an text and html email is received by an Exchange server - the server is flagging the mail as having an attachment (bear with me - I know almost nothing about MS Exchange).
 
If this is the case then it's possible that we may need to modify the tag but, without having an Exchange server, it would be a bit difficult to troubleshoot.
