At what point is the file deleted?  I want to make sure that my code can't
accidentally delete a file that's supposed to be relayed.

I assume that data is called, even if all the recipients are relay, right?
Does it do anything?

It's the Post server that actually delivers the relay file, right?  Does IMS
move emailfile into the post queue, or does the post queue get it right its
location (usually in \IMS\MAIL)?
