When an email fails is there a way to move it into a different queue, so a 0 that fails becomes a 5?

All emails are sent from iMS according to the next scheduled delivery attempt of the mail in each queue (queues are prioritized from 0 to 9 - 0 is the highest).  The mail with the oldest next scheduled delivery time in each queue has priority.

Which gets sent first if both are sent with the same priority, a resend from a temp failed email or one which hasn't been sent at all.  Is there any means to modify this behavior by setting priority.  Thanks in advance.
