It means that iMS was waiting for a response from
the other server but it did not come within the specified SMTP timeout.
I've seen this happen a lot when sending mail filtered through a Cisco Pix
firewall.
The only thing you can do is increase the SMTP
timeout setting (the POST Server shares this setting with the SMTP
server).
