Ah, OK - sorry I misunderstood.  The relay server requires that a connecting IP 
address be assigned in the Allowed IPs setting.  The log should show you the IP 
address of the CF server when it connects - that IP has to be in the list.

What were you using to send the mail?  Also, "user name not local" does not sound like 
an iMS error (unless you are using custom responses).
