Thanks, Howie. I don't know if this is related, but it also doesn't seem to
matter if I specify LOCKED or UNLOCKED in the control file. Should it? I've
changed the priority from 0 to 8, by the way, and still get immediate
delivery, so I suppose we can rule that out.
