10061 means that the server cannot be found listening on port 25.  Try telnetting into port 25 of the server - if you see the initial iMS response then that proves that the server is listening.  If the server is listening then the problem lies in the network or the client.

I am getting "Socket Error 10061 : Connection Refused" when I try to connect to my IMS SMTP Server.  I have tried to restart the SMTP service several times, but no luck.  I have a Delphi Application that uses the SMTP server to send out emails in large quantities to our client's customer base.  The SMTP server is still working, because I can send/recv SMTP emails from my OutLook client and ColdFusion is still sending out emails. 
 
Can someone please point me in the right direction on how to resolve this problem?
