There are two "Allowed IPs" settings in iMS - one for the Relay server and the other 
for the SMTP server.  

For the Relay server, this controls a group of IPs that are allowed to relay through 
the Relay server (the relay server is not used by FusionMail but is, instead, provided 
as a way of facilitating mail from automated processes like CFMAIL or the like).

For the SMTP Server, this setting controls a group of IPs that are "flagged" as being 
allowed to relay through the SMTP Server.  What this means is that the SMTP Server is 
not allowing or denying relay based on these settings.  What it does is it sets the 
IPALLOWED variable that is available to your ColdFusion templates as a NO or YES 
depending upon whether the connected IP is in the allowed range or not.  Then, you can 
decide in your CFML code whether to allow relay or not.  

You can use the Allowed IP functionality in FusionMail version 2.5 or higher (there 
should be a setting in the FusionMail administrator to enable this).
