Yes, I get that all time. If you shut down the SMTP server and wait a few minutes, you'll probably be a able to restart it. Otherwise, reboot the machine.
It seems that something is still holding on to Port 25 even after the service has been stopped (or is at least displaying that it's stopped).
You might want to try stopping it from the command line and then waiting (net stop infusionSMTP, wait, the net start infusionSMTP), that's worked better for me sometimes than using the GUI.
