My Internet connection is thru a Datastorm these days (see www.Datastormusers.com for info on it, and www.lazydazers.com to see my Datastorm in action) and the latency drove me to activate CFREGISTRY yesterday so I could stop and start my remote server via the web. Now that I know the error is not that unusual, or related to a recent denial-of-service attack we've had, I'll disable CFREGISTRY again.

It seems that something is still holding on to Port 25 even after the service has been stopped (or is at least displaying that it's stopped).
You might want to try stopping it from the command line and then waiting (net stop infusionSMTP, wait, the net start infusionSMTP), that's worked better for me sometimes than using the GUI.
