Yes, I have begun to draft a proposal. Two key problems: One,
identifying who to invite; two list of topics to be addressed.

Who to invite? Invitees should be experienced with either GTK or UX.
Here is my list: please suggest others:

su_v:   Probably won't attend.
LiamW:  Currently working on Mac OSX port. Cannot attend.
Johan:  Willing to help remotely with Mac OSX builds.
Jazzy Nico: Has done GTK work.
Alex Valenis: Worked on GTK3 port.
Krzysztof: Good knowledge of internal Inskcape code and event handling.
Jon Cruz: Good knowledge of internal code, Mac OSX development.
Bulia: Good knowledge of internal code, working on Inkscape again. 
Martin: Local coordinator.

As to the second problem, I've started a wiki page for GTK issues:
