I think Doug would be happy to host it, so if it's not too much trouble,
(b) would be best.

There is an inkscape-translator@ mailing list set up exactly for this.
There is also a spanish inkscape users mailing list you may wish to join.

This is best to ask on the inkscape-translator@ list, however you can
also get some names from the TRANSLATORS file in the inkscape codebase.
