Uwe, The phrases come from verbs.cpp source file and if you use the updated inkspace.pot file and update the de.po against this catalogue (available here: ) you should see there relevant string to translate. (Please refer to https://bugs.launchpad.net/inkscape/+bug/179209) Though the above mentioned bug may still prevent those tooltips from showing properly.
