Does it exist?
I need to wipe out all articles from history and server articles, a
feed played up, and I have a better feed, so I need to get rid of all
the out of order "junk", so new feeder can refeed me.

I suggest you stop the news server, remove the history files in <pathdb>
(path is in inn.conf), remove the overview in <pathoverview>, remove the
articles in <patharticles> (and also your CNFS buffers if you use that
storage method) and then, still loggued as the news user:
cd <pathdb>
touch history
makedbz -i
chmod 644 *
Restart INN.
I believe it should do the trick.
