I think the problem comes from the fact you did not stop INN before
playing with its active list.
Usually, the actsync program is used to keep the active file in sync
with ftp.isc.org; have a look at:
http://www.eyrie.org/~eagle/software/inn/docs/actsync.html

Any advice as to how I get INN to come back online? I swapped back the
old active and newsgroup files (while INN was stopped), but it appears
not to have helped.

Any error logged in /var/log/news/news.crit or news.err or news.notice?
Maybe rebuilding the history file while INN is stopped?
In /var/lib/news (or the value of pathdb in inn.conf), run as the news user:
makehistory -O
makedbz -s `wc -l < history` -o

Incidentally, you said you "kill" INN. How do you do that?
Isn't the following command working to just "stop" INN?
sudo su news -s /bin/sh -c "/usr/lib/news/bin/rc.news stop"

active.times is not the culprit.

I suggest to keep the permissions as they currently are.
It is a known issue in Debian/Ubuntu that has been fixed in the latest
2.6.0-1 package:
inn2 (2.6.0-1) unstable; urgency=medium
