Looks as if it is a FreeBSD port issue .
I did of manual command line using su -m
and it fixed part of the problem.
I have to run
su -m news -c '/usr/local/news/bin/makehistory -O -x -F '
and
su -m news -c '/usr/local/news/bin/ctlinnd renumber "" '
while INND is running to check on updated newsfeed.
