These files (and directories) should have been created on your system.  Is 
syslog working fine?

Why do you use "-r"?  It means that the active file will be renumbered at 
startup.  Maybe it causes the problem you mention afterwards about renumbering.
There is no need to use "-c14 -l2000000" as you already define them below in 
inn.conf (artcutoff and maxartsize).
Are you sure you want to use "-i0"?  You define maxconnections to 50 in 
inn.conf.

You should use a higher value as you have more than one incoming feed.

Did you try running inncheck?
Are you using the FreeBSD port of INN or are you still building CURRENT?

As I said, building current.

Just notice something

When I run the command

su -m mews -c '/usr/local/news/bin/<command>'  this works
better than what the deafult port does.

Who is in charge of the FreeBSD port?
