Why does the ATO advise that Carers are not able to participate in the Superannuation Co-payment. Indeed why should anyone on low or no income or pension be excluded??

And why does no-one seem to realise that people on pensions don't get the tax cuts because their income isn't taxable? So when everyone else is rejoicing because their money in hand just got greater, the people on the lowest incomes don't get anything extra. Of course, if the govt reduced GST instead of income tax, it'd be different, but...they don't.
