What can be done? Get this to the media and to the opposition parties immediately. They can investigate (particularly the opposition parties) and response (appropriately???)
At the end of the day, if rumors like this circulate and then a riot occurs, people can then point out that the government created the problem, and then draw their own conclusions as to why the government would like to see a riot around election time.
