WARNING: This is a technical question, so those not interested may wish to stop 
reading...

I am looking at moving a web site I manage for a UCA Faith Community from the personal 
web space on my ISP to a proper web hosting environment. There are about a gazillion 
different providers to choose from....

Assuming at least some of you have been involved in choosing a web hosting provider 
for your church web sites, does anyone have a recommendation?

I am looking for:

* Low cost
* Fast, reliable connection
* Spam filtering
* Web based account management with free statistics
* PERL scripting, private cgi-bin, free installation of PERL modules
* MySQL database
* Linux/Unix OS
* Apache web server
