Yeah it does ask somw weird questions, as i said in Australia it's sometimes 80 - 20 and that his model doesnt really translate in many congregations because of the shift in numbers.

In some declining country populations it might be "helpful to have some controllers."  I guess it depends on what we see as controllers some lay ministry teams I know of would fit in the restless want to change category instead of the controllers.  Perhaps some country populations have been inundated with people who have depressed the 20% resless people so much that they are no longer restless but brooding/grieving, in this case I'm wondering if Bandy's model of ground up spiritual growth and encouragement might be useful.  It might be useful to give people something to grow on, to give them hope.  Sure in some declining towns like the one my dad's in the Church will always be in decline, because the community is... But the question still is asked, "who out there do you feel called to minister to?"  I wonder how much energy that might give people who are in an unforced, depressional palliative care model.

Controllers... are they a necessity in the church? If so, how does the church/ministers/lay ministry and God use their talents and skills in ways that could see church growth?
