You need command-line access and the ability the run some administrative tasks to install Rails and some additional gems. (Those dependencies are in the README and our install docs.)
I'm guessing your FTP host is shared (which excludes administrative/root access) and is most likely not set up with Rails (which you wouldn't be able install without the admin access). Your best option is to install Insoshi to a local machine where you do have that access.
