Insoshi does include a frozen version of Rails (2.1 on the master branch and I believe Michael upgraded edge to 2.1.1). This is to guarantee code compatibility (code written for 2.1 might not work with 2.0 and vice versa).
However, keep in mind that you still have to install some gems and libraries (rmagick/ImageMagick, etc.). Unless you can get on a server with admin/root access, you might not be able to install and configure those dependencies. Pedro did provide some links that could help but you may also run into issues about access to compilers and other dependency build requirements. So I can't really recommend trying to install Insoshi on your FTP host.
