I've cc'ed the pkg-discuss alias since this is package manager related
and not installation related.  It would probably be useful to know what
repositories you have configured.  The output of:

pfexec pkg publisher

Would be useful I suspect in helping figure out what's going on.  Also,
the output of:

pfexec pkg list -u

Might also be interesting.  Other than that I'm afraid I don't have any
ideas.  Hopefully someone on the pkg-discuss alias will have some ideas.
