Is the usb flash memory boot device connected to an
usb root hub port on the mainboard?
Or is it connected to an external usb hub, and the external
usb hub is connected on the mainboard usb root hub port?
According to the following page, phoenix and award
bios would fall back to usb 1.x transfers when an
usb 2.0 mass storage device is connected on an
usb 2.0 hub:
