This is just a guess, I haven't checked, but:

Back in Solaris 8 timeframe, CD1 contained a bootable (UFS) filesystem in slice 
0, and a copy of that data in an ISO filesystem on slice 1.  When it became too 
difficult to shoehorn that all in, the extra copy on slice 1 was dropped and 
became a symlink.

Because UFS is not mountable cross-platform, this makes creation of a jumpstart 
server on an alternate architecture more difficult than necessary.  

Meanwhile with the extra space, the DVD has retained the separate copy of the 
data.    I haven't looked at a recent DVD, but perhaps that's at least part of 
the difference?
