The last day you could make changes to the OS/Net (ON) consolidation that would make it into build 116 was May 26. Build 116 of SXCE was released internally on the first of June, and there's usually a lag of a week or two before it hits the DLC. (I thought it was usually just one week, but perhaps there were things gumming up the release this time.) The corresponding OpenSolaris release generally also comes a week or two after the internal RE build, depending on how much work it is in doing the transmogrification, and how many bugs there are.
