Yes, you should be able to boot a b95 SXCE CD/DVD (97 should also work), import the rpool, and run installgrub from that CD/DVD miniroot into the pool. Then reboot. Upon image-update from 93 to 95, the BE activation code should have updated the GRUB in your pool since 95 has an updated GRUB from 93, but that seemingly didn't happen because the grub capability file didn't get updated in build 95.
