Essentially, yes, the upgrade process involves removing and adding most 
all of the packages.  That amount of time is not particularly normal, 
unless you're heavily using the system at the same time; the upgrade 
process does run at lowest priority, so it may well be a victim of other 
things you're doing.  Or maybe there are other issues with the system's 
performance?

Right now, upgrades require using new images.  Going forward, we'll be 
providing upgrades from network package repositories.
