I'm not competent to answer that question, but it's very widely
available and I'm not aware of any problems in that area.

That's one of the advantages - you don't have to unpack the whole
archive to get all the metadata out, so it's very quick. (And it does
allow extensions like the jar and war format which are readily
understood mechanisms to add additional metadata.)
