The Transfer Module is almost totally Packaging agnostic. The only place where there will be some package mgmt will be in adding locales. Snap Upgrade is a separate project which will be using ZFS clones to easily provide capabilities currently in Liveupgrade. It will of course have to deal with packaging. It was an assumption that IPS will be used in that, but how exactly it will deal with that is left to that project to work out. It might even be conceivable to have interfaces that isolate packaging implementations from the main logic - this should enable different distros like Nexenta to actually use Snap with alternate packaging implementations.
