I had this problem too. Turned out that I had some other publishers setup, and one of them was returning very bogus information - I think it was the /pending, /contrib or perhaps even JUCR repos. The fix is to remove all those other repos leaving just /dev (and /extras), and try the zone install again. hth, James C.
