Unfortunately I don't think that will work this time, as there are no repos to
remove other than /dev. This system is a fresh install of snv_129 that I just
installed from the CD at genunix.org a few days ago and it has the exact same
problem deploying zones. Because it's a fresh new install that has had no
configuration changes done to it, the only repository that is set up is the
/dev repository which is set up by default when you install the operating
system. Here is the output from pkg authority:

root at solarisunix:~# pkg authority
PUBLISHER TYPE STATUS URI
opensolaris.org (preferred) origin online
http://pkg.opensolaris.org/dev/
root at solarisunix:~#

Is there perhaps something about the way that the /dev repository is configured
that causes it to fail?

If you want to conduct some research on the problem, just install snv_129 into
virtualbox and try to create a zone right after the OS installation has
completed and you will see the problem.
