The rsync mirror service provided only provides a mirror of package
*files*, not package metadata.
In pkg(5) terms, this is what's called a "mirror" as opposed to an
"origin". "mirrors" only mirror file content, while origins provide
both package files and metadata.
This is why your mirror doesn't show any packages; it only has a copy of
the package *files*.
