It's not a Windows problem; it doesn't work on Linux either. I just downloaded Instiki, untarred it, went into the directory and ran ./instiki. So something in the current release version of Instiki is broken. I'm using the database.yml that came with instiki. It is successfully creating a sqlite database in db/. It just isn't working.
