Post-fragmentation could degrade the performance on the egress tunnel point due 
to some reason, e.g., packet disorder. Therefore, prefragmentation should 
always be preferred since it can shift the reassembly work from the egress 
tunnel point to the end hosts.

In the above case, the packet should be dropped by the ingress tunnel point.
