The draft currently permits send PTBs that report a size less than 1280. That 
option
was formerly reserved for only IPv6/IPv4 translators. So, if this document now
recommends sending degenerate PTBs it needs to discuss the implications of
doing so - or, it needs to cite another document that discusses the 
implications.
