True, but AFAICS, the change in the existing MPLS ICMP-originating implementations would be just 1 or 2 lines of code: calculate the Length field. That's something that can be fixed in a bug fix update. Folks may not want to do major upgrades in their core networks, but they do have to do bugfix and security updates.
So, if the minimal change would actually be something very small like just adding a length field, I wouldn't be too concerned about how long it takes to replace the installed base's ICMP origination code.
In addition, the receiving applications may or may not include transition techniques which may or may not need to be specified in the doc.
