I'd say that the availability of this feature in the telco/ISP part of the DSL line is not an issue: this part is under the control of the people providing the service, so adding this feature (unless it's technically difficult to do) shouldn't present any problems.

However, if we expect end-user PCs to talk 802.1x to the ISP equipment, this means that all the stuff that the end-user may have installed, such as the modem (if not provided by the ISP), a home gateway, wifi base station and switches must also pass the protocol.

Or the assumption would have to be that the device connecting to the modem talks 802.1x. This would be a "lighter" requirement than having a new DHCP option as most hosts already do 802.1x.
